Hmm... that isn't entirely implausible to me but you're compromising on somewhere (merely nice versus *nice*) or accepting another 10~15 minutes of walking to the train station. My quick finger-to-wind for something fully matching that is like $1.0M to $1.2M.

Presumably the concern is water coming in the windows?

From the perspective of this shot the floor is open to the elements from 4 o’clock to 9 o’clock so I assume it is against the possibility of rain landing from those angles onto the floor and being blown into the elevator shaft.

I bet they would have done the same on any floor. Logic doesn't matter as long as rules are followed.
