Companies which are large enough to have formal hiring functions can, almost certainly, give you time between when you interview/accept offer and when you start. They do this all the time. Somebody at HQ has dashboard for headcount with and without ANS (“accepted not started”).

Largest gap I saw was three months, and that wasn’t that big of a company.

Three months not unusual in the UK, since people's contract notice period with previous employer may be that long.

Do you just flat out ask "What is your negotiating position?" That feels like a question people would be hesitant to answer

You can ask “what’s most important to you here?” Or “what do you really need from this?” Or “if you got your most important term, are there things you care much less about than I do so we can both win?”
