I'd just start with an online SMS service used for 2FA authentication that isn't vulnerable to number porting attacks without mailing in a copy of a driver's license.

This already exists, but is inconsistent and only available to the truly top end who have staff to arrange it. Bringing it “down market” to people willing to pay five figures and standardizing it could be effective. Sell it through family offices and the like.
