Regardless of the legislated minimum wage, Uber et al are becoming the new de facto minimum wage. I talk to lots of startups that serve industries struggling w/labor supply. The reason? "Who wants to do [a dangerous or unpleasant job] when they can drive for Uber and make more?"
If one’s reference class is people who would otherwise be earning minimum wage, I would politely disagree. This has been noted by business associates of my father’s as creating a “creaming” effect in their labor supply.

There exists a complex series of statements which need to be true about one’s life to keep a car in working order, just like there are to be able to reliably show up at 9 AM sober almost every weekday day for months in a row, and it turns out those are signalful proxies.

There is definitely a pay grade below Uber, with fewer requirements: Postmates, DoorDash, Instacart. That’s the new minimum wage, although I’m not sure how much demand there is for those services in rural areas.
