I think this is an artifact that the job to be done of a license is to maintain pricing power for children’s clothing and other necessary consumables.

This might need spelling out: You can make adequate lunchboxes at a price indistinguishable from zero. Star Wars will not let you sell a Star Wars lunchbox for zero. Lunchbox manufacturers prefer an equilibrium where they sell at a non-zero price so they pay Disney to ensure it.
