Many SaaS offerings make this very hard, tying all administrative functions to a person/email address instead of a role. It is a sign to me that a SaaS is more mature when it lets me create an account for the organization and not just a person.

It also needs much more upfront clarity about the available account management features, such as ability to link accounts for roles, especially when first setting up your test accounts.
