Is it a tech or policy change? Is it bilateral peering agreements to skip the ACH process (in favor of real-time message passing and next day settlement or something) while pretending not to? Or is it just my institutions crediting me faster based on me being very low risk?

I can't wait for that speed to reach Stripe ACH payments. I think those have gotten even slower (used to be 5 business days I think, but now it's 7).

Do you think having good personal credit plays any role in this?

Probably not in the normal sense of “credit” but I would bet that there is a risk algorithm involved in making the decision on when to make funds available, and having extremely long-lived accounts w/ no issues and a few relatively large transfers years ago probably tips low-risk
