Software companies often have it in sales or operations but very rarely in recruiting. Ivy League placement departments (which are not called placement departments because they have nowhere clear that crisp an understanding of the one job) basically can’t even diagram it.

“We’re going to break the problem into stages, develop a methodology for each of them, write some spreadsheets, and then hire tens of folks who will specialize at each stage” is not supposed to be a bleeding edge technology but it is basically everywhere the first time tried.
