(I politely disagree that issuers will put one through a ringer if you call to cancel a card. If you’re firm about desire then call center cost minimization kicks in and you’re done in maybe 5 minutes, most in queue.)

Huh. When I was in Europe and my debit card stopped working, my US bank told me the best they could do was 3-5 business days because mumble mumble customs. (And in fact it did show up 4 business days later). I wonder if I didn't use the right magic words.

I think this is the debit vs. credit distinction, and have a further guess as to what years this didn't happen in.

I had trouble getting a new American CC sent to me in Europe last year, but in general I concur. After a fraud incident a few years back, a replacement card was sent to the Japanese countryside that arrived at my friend’s house before I did.
