Ok. Fair. But Berlin is fair down the list. Lots of cities are higher gdp than lots of countries. If you remove those cities from those countries it gets even more regular.

For instance chicago has a third of gdp of Canada

Berlin is not a major metro even in Germany, it was constricted and isolated by the iron curtain, the Ruhr Valley and others beat it in terms of GDP.
