10% is higher than the Space Shuttle; we'd have shut it down years ago. If the US transitioned to 1 commercial crash a month (still substantially safer than cars on a per-trip basis if I'm estimating correctly) there would be staggering economic dislocation.

I don't think you could sustain the ecosystem. We couldn't even keep e.g. military helicopters in the air if they were within an order of magnitude of that; training flights alone would be worse than a shooting war.
