I’m pretty sure the Nazgul didn’t even realize they were the bad guys. Just trying to help law enforcement and enjoying one of the best healthcare plans in the industry.

Nerd objection to the objection: the mortals were corrupted by rings given with the true promise of power, which many of them wanted to use for good ends. This is a recurring and very important theme of the work. In movies, Galadriel’s “You would make of me a dark queen” speech.

To use the rings for good or evil is to be consumed by them, because evil is their nature. They twist your values and goals to serve their dark master, giving you the illusion that you’re still in the driver’s seat until it is too late and you’re a Nazgul.

And the other big theme is that even those hopelessly corrupted can yet be a force for good, perhaps without knowing it, because (essentially) God is just. (Gollum destroys the ring and is credited with it in text by IIRC Sam.)
