      Thoughts as to why? My guess: results in less work for recruiters to screen candidates and then sell hiring managers on them

      I think a bit of that, a bit of "This is how we've always done things", a bit of job descriptions being many peoples' interest but nobody's responsibility ("I think Legal said we have to foo the bar for liability concerns?"), and a bit of pervasive lack of competence in industry.

          Perhaps it's because they get 100s of sub-par candidates so it feels insane to encourage even more of them? It's a counterintuitive strategy to relax standards to get 3/1000 instead of 1/100

          It would not be as counterintuitive if recruiters started thinking about candidates more as suppliers in a B2B relationship, instead of as liabilities.
