(I will note that I get a lot more negative feedback from "Every journalist would be a more effective journalist if they knew how to write a ruby script" than I get from "Every engineer would be a more effective engineer if they could write usefully" but both are true.)

agreed. Or more general form. Advice is only useful if you understand timeframe and scope the person is asking on. If they are asking at short timeframe in immediate scope--it's not helpful and obnoxious to say code. If asking at high scope then useful Don't conflate the two

It sounds almost like you need two skills: giving good advice and judging the context. There’s also a chance that asker doesn’t really want to hear the whole truth and is just reflexively asking to affirm some preconceived notion. I freely admit I have been that person n times.
