An observation made to me recently good enough to share: Partly due to the Internet but probably more due to enormous cultural interchange in the younger generations, there are more bilingual Japanese/English speakers than ever, at all levels of skill on the spectrum.

Similarly, if an engineer in Tokyo said "I am bilingual. I want to maximize for economic impact over the next 10 years of my career. I'm willing to sacrifice for this. What's my best option?" I'd say "OK, step one: plane ticket to San Francisco."
