("Should this be two projects?" is a good all-purpose question if you're ever reading about an initiative at work which has a sprawling scope. At the very least, the answer why it should be one project is often interesting.)

Who says they're looking for experts? Maybe they just want cheap labour. High school students can be very cheap... if you play your cards right, possibly even *negative* cost (by getting schools to pay you for "teaching" the students).
