I usually agree with you, but not here. Bureaucracies mostly provide buffers between decision makers and the public. They give standardized, merciless treatment while maintaining plausible deniability for the institution. The cost is efficiency.

From my perspective it’s hard to think of anything less efficient than a typical bureaucracy, not counting deliberate acts of destruction.
