I think this is gratuitously unfair to the software industry, which will denominate expenditure on e.g. security in Q1 2019 in billions of dollars. I am frustrated that we don’t even give ourselves credit for that.

Say what you will about AppAmaGooFaceSoft: you can have a consumer-usable device which does not have viruses and which can transmit information to your bank, doctor, or spouse without anyone reading it. That was not a trivial engineering effort.
