I seem to be cranky today. There's a less cranky way to say it: If you want to be effective at selling things, you should sell them to people who understand the value and can say yes, and in this scenario your initial point of contact is likely not that person, so ask for intro.

Employees in companies can cause procurement to happen, through the chain of command and approvals. It's totally legitimate to tell anyone in a company "all your boss to pay for a contract and I'm happy to help."

There’s usually a price range(s) that’s too big for the corporate card / petty cash account and yet too small to go through the approval process required for it. I guess one such range is somewhere between $500-30k.
