Sometimes I wonder if the real vector for fixing “X business was attacked; Y million personal identifiers were accessed” is to ratchet up on-opening and post-opening identity verification in the financial industry such that knowing 4 facts about someone isn’t worth $Xk++.

There might also be something to be done with credit reporting, since the card company is in some sense lying when they say "you" didn't pay when it was really the identity thief

There's an established mechanism for torts of that size: small claims court. If a bank negligently allows an identity thief to open an account with my information, I'm documenting the time and money required to fix things and filing in small claims.
