I think he overuses the device a bit but there's a certain actions-have-consequences-even-when-they're-extremely-unpleasant logic to much of that series.

Cersei oozes with "I am a ruthless killer. If you don't know that, you are bad at this game." Cersei is alive and Margaery is dead because only one of them believes that queens don't kill queens. (Not endorsing that logic, but Game of Thrones basically does.)
