Could this be a customer development/retention strategy? Seems like customers may be less likely to churn if they've got some (even minor) forward-looking relationship with the bank.

OTOH, based on what you've said about Japanese business culture in the past, I half expect you to tell me that Japanese banking relationships are generations long, and changing banks just isn't done.
