They appear to have been knocking points off the scores of women and ronin students (students who fail to gain acceptance on the test the first time and spend 1+ years of self-study prior to trying again).

That's a terrible idea that just causes more backlash when discovered. If you're gonna challenge bias, do it by looking at why people aren't applying (funnel) and succeeding, not just twiddle the knobs. -
They weren't challenging bias, they were reinforcing it because of a (stupid) belief that female doctors would harm the health profession overall. This is because gender roles in Japan in many ways are still stuck in the 1950's.
