What’s the reason Gmail neglected tackling for so long potential incentives to switch to competitors, given the apparently small cost of introducing such features?

my guess is that the game theory doesn't work out for the individuals in the team(s) internally – the small cost is still a cost relative to more certain gains, and nobody wants to bet their status/position on the feature just a guess, idk gmail internal team dynamics
