I've had very good results from "I'm not looking for work now, and in any event I only talk to technical employees, not recruiters". Not only do they accept the answer, but I've even had some good conversations about headhunting and what people like me look for in companies.

“I am *not* your prospect” is my go-to. Using sales language to a salesperson, you’re more likely to be heard and believed. Definitely swiping the “I recommend working other leads” coda, though—that’s brilliant.
