We have these in infosec as well. Policy as written urges tailoring to the site & mission, but in practice, every tailoring decision on the 1,000+ item checklist invites lengthy scrutiny from compliance-minded & risk-averse clipboard types. So mission-owners hamstring themselves.

You end up with systems where more staff hours are spent securing a system than using it, and the useful features of the system are so onerous that users contort themselves with endless polite fictions to avoid crossing the "use a secured system" threshold.
