American Express personal loans are a jawdroppingly good experience for a traditional financial product. Blended online and offline experience, *heavily* relies on your information on file with them, and done in like ~2 minutes at 7 AM on a Saturday with, I think, human review.

Out of curiosity, do you have any insight as to what a Japanese bank's experience for this would be like?

For the ~2 who could successfully complete an application online, you'd be asked about 150 form fields worth of data the bank mostly already knows about you, spread over 8~12 pages of a web app rocking the very latest in 1996 UX technology. The process would take ~2 weeks.
