Paper binders: 100% uptime. We very literally had numbered copies in N locations and knew how high each location was above sea level. (Also, a change management process for the paper binders so that they all updated simultaneously)

Incidentally if you want to see the "We are canceling the apocalypse!" speech but Japanese engineer version watch the 2016 (?) Godzilla film; there are a bunch of moments like that.

Is it blatantly obvious to people in Japan? The themes in Odoru Daisōsasen (Bayside Shakedown) we're subtle to me but to Japanese friends it was rather strong commentary on bureaucracy taken too far.
