Paper binders: 100% uptime. We very literally had numbered copies in N locations and knew how high each location was above sea level. (Also, a change management process for the paper binders so that they all updated simultaneously)

(I have complex thoughts with regards to the mainline of Japanese management culture or engineering culture but "Some of us will be around on day N+1 to pick up the pieces and we *shall* bequeath to them what they need to be successful" not my least favorite part.)

Incidentally if you want to see the "We are canceling the apocalypse!" speech but Japanese engineer version watch the 2016 (?) Godzilla film; there are a bunch of moments like that.
