Deceptively, fractally complex, because the naive model is "The only thing you need to do to have a clean bathroom is to clean the bathroom." and every business owner just laugh-cried to themselves on hearing that.

You've got to keep whoever is cleaning that bathroom motivated. You have to sell that need as a mgr. To a task that 95% of the team wants no part of. And not accept mediocre result.
