While I want to agree, someone else's success is not going to pay your bills, unless they hand you some of their money, and sadly a lot of places (think UK, continental Europe) are extremely conservative when it comes to handing out money and even re-investing from exits.

So as long as this is the case, you will not achieve the kind of collective mindset you talked about. I think it probably boils down to a lack of trust (which I believe is justified).
