Was assuming a per-employee figure. (Has to be $X0k per company or the management fee, likely 10%, never supports a real business.)

My idea for this: Bug bounties, but pooled sort of like insurance. You need to subscribe to the plan, and you can't post a bounty for your bug until you've been paying in for X months. This lets the project actually hire.
