Agreed. These laws may be "good ideas, poorly executed", but execution of ideas is the very part that's important. Executing a good idea poorly can itself be detrimental, especially as it pushes the margins away from innovation.

I agree they matter, but precisely in the way you say: at the margins. The heart of the matter is that almost all regulation is a tradeoff. Sometimes ‘marginally’ decreased innovation may be worth it, if it protects consumers. Problem is not existence of regs, but implementation.
