Culture works like a virus - it transmits and replicates only inside the “living cells” of organization, the people. It’s not rules or policies, it’s people and how they treat each other.
I half buy this analogy; I also think the course of the infection can be very, very influenced by the intercellular environment and external environmental pressures, much like non-metaphorical infections.

I think you’re right, but I also think those factors are human to human problems. I think the diff is that they are networked vs 1-1, so it becomes a system AND human pattern. But it’s never *just* the system. The system is us.
