It is. I can go to http://youtube.com , make a new YouTube account, click on any video, and claim it just because I feel like it: not because somebody is violating a copyright that I may or may not own. Something that might help the system is if claimers had to provide proof

Even if they did, the system wouldn't work. YouTube's "manual review" system is terrible. Did you hear about @ThisIsTheFatRat 's ordeal? After "manual review" his channel was suspended due to Community Guidelines violations.
