Simple: Bitfinex had 65M of Tether EOS and basically no usage, while there is pressure on other chains hence it triggered a chain swap. Since the recent low usage of Tether EOS we decided to not keep treasury for it. Most activity is on Ethereum and Tron.

It's chain swap + burn for Tether EOS. We burned because there is no expected issuance on the EOS chain for Tether (since there wasn't for months). When we do chain swaps for ETH/TRX we usually don't burn and keep the USDt in treasury (authorized not issued) ready for demand.
