You seem to be working on it in multiple ways in parallel (

1/ A L2 of a chain that Tether support as L1 can be spin without our direct support. While RGB requires a direct issuance, ETH-rollups don't necessarily require an active role from Tether. Tether in these cases works to advise and endorse a tech for the benefit of its community.

3/ Freezability on L2 has similar implications to custom/independent chain proxy/wrappers.
