Does bitcoin L2 have evm smart contracts though?
There are solutions that are bitcoin core compliant that can bridge to smart contracts in a decentralised manner. Take @syscoin for example. POW merge mined with #btc
, secure, fast (60k TPS), decentralised http://bridge.syscoin.org se to bring forth and back any ERC20 token.

It's math. L2 is required to even approach scaling decentralized blockchain-based services anywhere near the global demand met by existing centralized rails. Math also says Bitcoin itself isn't ideal for this, even w/ L2, due to its block parameters. Will those be adjusted?
