A fundamental property has to be being unstoppable and having built-in P2P routing capabilities a-la lightning network. The beauty and elegance of a mesh network based on LN routing and the intrinsic resiliency of it can't be matched easily.

I think a practical solution to n-generals can be achieved with just cryptography and eventual data availability, which satisfies the “unstoppable” requirement. To your point, lightning failures are local and PoS failures are systemic.
