At the bare minimum they will have to transition from being passive observers to active. Not sure what are the legal implications of this move.

Plenty of ways to link it. Especially as the hubs consolidate and even more so if/when any merchants using it are required to only accept via certain flavors. Another potential solution is to never have an entry/exit on l1..meaning we can probably get rid of it entirely soon.

We have to hope human nature does the opposite of what it always does in order for this to not be a threat. Besides, moving Tx/usage off l1 defeats its own purpose and will nil the network.
