That's no excuse for a fee in an erc20 token. A fee of 0% that can be modified at any time is still a fee. Read the thread for more details.

Why would you implement it, if the plan is to have 0 fees anyway?

That’s what I thought

we have built a DEX that would turn into fractional reserve if this fee was >0%. Then the last user(s) trying to withdrawal could not. The DEX has no upgrade functionality. What do you advise? a) use Tether (speculate on 0 fee) b) use a wrapper contract c) don't touch Tether

We would give quite huge advance notice if we ever, for some reason, enable it. As many other stablecoins Tether can freeze addresses too. People complained about it as well, but guess what? We helped lot of users that got their funds stolen by hackers and returned to them.

I guess Tether is starting to prepare for negative interest rates so they can cover their Costs with the fees rather than keeping the interest on the USDs in bank acc.

You often say that new issuances are needed to replenish the reserves but I haven’t seen any evidence of them being burnt, is there any?
