Yes, just need to implement a hardware specific adapter daemon and an HSM that supports the operations we need.
Do you really have to implement an adapter? I guess a couple of shell scripts with socat could be enough, it's just a matter of redirecting streams (on both sides)
Well, the shell script would be the adaptor 
If it's less than 5 lines it doesn't count :P
You'd likely need more than 5 lines to transform the request into something that the HSM understands, but it shouldn't be too much
The current hsmd, including message handling, capability checking, signing, is just over 2000 lines of verbose C code 
And no more than 80 chars per line
