Where do the new Tether on Liquid come from in this cross chain swap? Is it a Tether treasury internal operation where they redeem some EthTether and simultaneously issue LiqTether?
That's correct. You can see that chain swaps are marked with 2 transactions (when I comment on @whale_alert feed). Basically we retire Tether from one chain and issue on the other chain.
