Isn't this just a binary thing? Like, they are both in the bazaar model. That said, if a "marketplace" of ideas is meant by the word choice, bazaar, then I'd say Lightning fits the best.

It depends. Ethereum is a Cathedral with Vitalik as one of the high priests. On the other hand the Dapp development is as 'Bazaar' as one can get. Bitcoin - especially the adoption of new features - is more like a bazaar as the developers have to convince others to merge.

Also when it comes to consensus changes it's not only a bazaar when it comes to inclusion into the software but also when it comes to convince users to run the new software. In ETHland Vitalik seems to have enough power to push hard forks.
