@paoloardoino since he orchestrated the swap. better than us guessing.
Tether maintains an inventory on various chains called: authorised but not issued. We do that to fullfil wires without to have constantly to access private keys. The Omni not issued inventory grew too much due to exchanges swaps so we burned the majority.

Yes. Decrease in totally supply will shrink, but circulating supply will remain the same. The Tether revoked essentially did nothing to the Tethers availablepic.twitter.com/ZdK6RKw5Ms
