    Commission purposefully kept this quiet, choosing instead to publish a formula based on a number of criteria: emission intensity of a region, coal, peat or shale oil employment. National shares will be adapted (poorer countries get more, richer ones less) and capped it at€2B. 9/

    The next fight will be about who gets the funding. NGOs are already saying this shouldn’t be handed out to countries which haven’t committed to phasing out coal, or don’t endorse a goal to achieve climate neutrality by 2050 (read: 🇵🇱) 8/

    The rest is made of €45B in private capital under the InvestEU program starting from a €1.8B guarantee of EU funds. Finally, €1.5B of EU funds + €10B in capital = €25B to €30B of public loan facility. Ta-dah. 6/

    The Commission wants EU governments to come up with €7.5 billion in fresh money as part of the bloc’s future budget. It’s also asking them to provide €1.5 to €3 for each € received, as well as national co-financing. This should supposedly lead to €30B to €50B in grants. 5/
