Recommending less democracy seems like a mistake strategically. I imagine instead, that if one could construct a system where people's votes are more likely to get them the outcomes they desire, you should describe such a system as "more democratic" even if more technocratic.
The point in the article is that these intellectuals are claiming the people desire the wrong things. Also, calling better government "more democratic" regardless of its decision-making structure is a corruption of terms. Democracy is about how governance is done, not results.
