A few things I learned: The FBI's guidelines on hate crime reporting, while helpful, and open to widely diverging interpretations. Many cops seem to miss that hate/bias doesn't have to the sole motivation.

They are often focused on prosecution as hate crimes (which is notoriously hard), rather than collecting data so we can understand the extent of this problem.

Here's Phyllis Gerstenfeld, hate crimes expert at CSU Stanislaus, on the importance of having better info on hate crimes: “You can’t think about support services, you can’t think about prevention ... If we had better data, we’d have a better idea of who the victims are.”

There is so much variation in what gets written down in police incident reports from city to city. Some cities, such as Laredo, Texas, sent me reports with "narratives" with literally nothing to go on.

So the cities highlighted in the story are partly there because (some of) their incident reports were sufficiently detailed to see signs of hate and bias.

And then there is variation in public records laws, relatively strong in FL and TX, where I was actually able to get reports. But you try getting incident reports out of agencies in Alabama. Hunstville wanted $16,000 ...

So while the cities highlighted do seem to have some problems with hate crime reporting, they are almost certainly not the worst.

Finally, I won't repeat the language here (read the story to see it in context), but the combination of hateful verbal abuse and violence in some of these reports was sickening. No one should be subjected to this. We have to do better.
