Puzzling! They controlled Covid when it was razing all around. The techniques r the same. Why they failed? My guess - the usual stuff of testing, contact tracing, isolating etc. has a threshold as manpower is limited. Once this is breached, it may not be possible to control.

The efficacy of non-pharmaceutical interventions depends also on how contagious a lineage is. I think this countries are seeing an increase of the B.1.617.2 lineage.
