OECD Aid is only 140 billion $ PY.This has been

I agree with your sentiment. But, sadly, these approaches are not dead, & people/organisations will continue to try to impose from the top. Alliances will need to form & fight for the important reforms you refer to. Local sustainability & needs are key.
